Unable to add permission for role Guest in Role Permissions Manager

I want to give read access for Guest role for a Custom Doctype but in the Add New Permission Rule pop-up window there is no options as Guest in roles field

but i am able to select Guest role in Role Field in Role Permission Manager

why is this happening. There is no user as Guest. so my is that doubt is that a user with name guest is required or not?

Are you login with Admin Account . if not try to login with Administrator account. By default there is guest and administartor account .
