Unable to create new site using 'BENCH NEW-SITE LOCAL.AXIS.COM'

I am having error while I am running this command in Ubuntu Terminal ‘BENCH NEW-SITE LOCAL.AXIS.COM’

OSError: b’./apps.txt’ Not Found

Can someone help please?
