We are a snack manufacturing company that process raw materials into different kind of packs and products.

Is it possible to only use ERPNext to manage the raw mats and finished goods inventory without using any manufacturing and accounting modules at first ERP start up phase?

Yes should be possible. You choose not to make invoices and keep manufacturing optional.
