User able to edit document after approved by Another user

I have a doctype and i have set workflows for the doctype. There is a field that i want employee to be able to edit and save after the document is approved by hr manager, i have checked the ‘Allow on Submit’ and ‘Ignore user permission’ for the field, but it seems that after the document is approved, the employee is unable to edit the field and save. So what i need to do to enable it?

This is my solution,
My only issue is actually the employee user is unable to do any edit to the document after it has been approved.

In states, i add another Approved state for Employee and put it at the top for Approved state since it will take the first one only, since when i put below (no 4), it is not working.
