V14 Shipping Rule changes to default value when changing on Sales Order. Not same behavior in v11

I’m trying to change Shipping amount in Sales Order but reverts back to it’s default price. This used to work on v11 with no issues, but on v14 it cannot be changed. Can this be overriden?
