Where is Developer Dashboard on version 13?

Hi developer folks,
I am trying version 13-beta3 in production mode.
I still can access doctypes and modules but I can’t see developer dashboard anymore.
I also tried to customize shortcuts but is not on the list…

in my site_config.json everything is fine and I can see "developer_mode": 1

What’s wrong?

Could you figure out whether we can get developer mode in ERPNext version 13?
Please let me know people.
I tried putting “developer_mode”: 1 in site_config.json and nothing changed.
