Witholding tax override working?

I would like to override witholding tax % by using same concept for GST/VAT.

Below is the setup I attempted:

Below is the result that indicates that overriding either doesn’t work or is not allowed. Though the overriding % is shown correctly.

Do share what am I doing wrong? Or is it that the overriding is not allowed.

What version are you on? Is this behavior consistent, does this always happen or only in certain cases?
