WorkFlow for leave application / Leave approver

Hey

I face a problem in the Leave applications , The leave approver seen the all application even the application is for another leave approver .the Role permissions for Leave approver is like :

role manager
role manager1201×666 50 KB

However when i tick the apply user permission and chose If Workflow State is permitted , all the leave approvers didnt see any leave application.

My work flow is :

Please advice what is wrong with my case

Maybe you would have to set up roles and permissions for your documents correctly. Have you reviewed the roles and permissions setup in your instance?

I did already , but still the same problem
