Workflow Reset Issue After Migration

I created a workflow in the Frappe doctype. Whenever I run bench migrate, I notice two issues:

1. The workflow gets disabled, and I have to enable it manually.

2. The workflow state colors disappear, and I have to set them again.

Is this expected behavior?
