I can't create new workspace and I can't establish relation to any module

I installed new clean Frappe on Google Cloud via Bitnami.

Everything is working very good. But I can’t create new workspace and I can’t establish relation to any module.

This problem is not valid for custom personal workspace. I ask for public workspace under the each modules
