got this error only when check Only If Creator in role permission manager
I am experiencing a similar issue. New contacts who are invited as users are met with the following message after setting their password: “User do not have document access”.
Users are met with the same message when attempting to reset their password as well, given it is the same function.
Currently running v11.1.19.

Appears to function after patch update to v11.1.20
