Propose Issues for sponsored Bounty Feb 2018

@umair shared following issues to be added for this month bounty.

I have a suggestion,
Service providers, Freelancers, Contributors and developers can propose issues or features they are working on for bounty.
That way the person who will attempt also proposes the issue.
It may result in higher chance of bounty issue getting solved.

Feb 18 4 issues will be added to the bounty milestone and shared on post ERPNext Open Source Software Foundation Sponsored Bounty
